What I am not going to tell you
Which hour is quietest. Every page on the internet has an opinion about that and none of them is measured, least of all now: the undercroft opened in June 2026 and nothing anybody wrote before that describes the site as it currently works. The Park Service has not published attendance by hour, nobody has published how many walk-up tickets go out each morning, and I am not going to guess at either and dress it up as local knowledge.
What can be said without guessing is that the constraint is the museum, not the memorial. The memorial above has no ticket and no closing time, so it cannot fill up in the way a ticketed room can. If your day has a fixed point, it is the timed slot below ground.
Season
One thing genuinely changes with the calendar: the undercroft closes at 9 p.m. from March to October and at 8 p.m. from November to February, so a winter evening gives you an hour less of museum and exactly the same amount of memorial. Planning day versus visit day
Two clocks, and people conflate them. Your visit hour is the one above. Your booking hour is different: Recreation.gov releases tickets for a date 30 days ahead at 11 a.m. ET, and a next-day batch at 4 p.m. ET. The one timing rule I would defend: if you want the walk-up ticket, treat 8:45 a.m. at the kiosk as the appointment, not the memorial. People turn up at the memorial at 8:45 and are in the wrong place by a ten-minute walk.
